Samuel Onoja 004a5cdefe Add island bar layout and Settings controls
Group workspaces with Overview and status controls with the clock. Keep themed backgrounds and borders around each island, with click-through gaps and configurable side padding defaulting to 4 px.

Capture blur within each panel region and update material and input regions when island bounds change. Cover layout reloads and padding changes with widget and native shell tests.

"""Exercise real shell frame-driven motion on a private nested desktop and bus.
FERESE_TEST_SHELL_MOTION=1 python3 scripts/tests/test_shell_motion_isolated.py
Set FERESE_TEST_BAR_LAYOUT=islands to also test island masks and live switching.
Uses release binaries by default. Requires a Wayland host, dbus-daemon and gdbus.
Protocol traces contain only this test's shell traffic, never the host desktop.
